Micromancer enters and fetches any instant or sorcery with mana value 1 or less — a body stapled to a tutor, no hoops required beyond the mana cost. The catch is that 1-or-less ceiling, which makes it a specialist: it shines when your deck leans on cheap interaction or payoffs like Wheel of Sun and Moon, and it's a dead inclusion if it doesn't, but Orvar, the All-Form decks that copy it for free extra ETBs barely notice the restriction.

In Commander, Micromancer earns its seat in any deck where a specific 1-mana instant or sorcery is load-bearing — it's not a generic good card, it's a redundancy engine for your best cheap spell. Competitive and casual tables alike tolerate a 3/1 for four with a free tutor stapled on, so the floor is respectable. In non-rotating 60-card formats like Legacy and Modern it rarely makes the cut because dedicated tutor suites are more efficient and the body is undersized, but it's legal across both.
