Fruit of Tizerus puts a permanent -1/-1 on a creature and replaces itself in hand — that's the whole deal, and it's a narrow rate. The only reason to run it over dozens of better options is that Wheel of Sun and Moon or a similar replacement-effect engine turns the cycling into a loop, making it a combo piece rather than a spell.
