In Commander, Mesmerizing Dose is a role-player, not a staple — it earns its slot in proliferate-centric builds and falls flat everywhere else. Pauper is actually the format where it competes most credibly: at common, proliferate effects are scarce, and the combined removal-plus-proliferate text on one card has real incremental value in a slower format. In Modern and Pioneer it's too slow and too narrow; dedicated removal in those formats costs one or two mana and doesn't ask you to build around it. Legacy and Vintage ignore Mesmerizing Dose entirely — the competition at four mana is too stiff.
