Marauding Raptor is a Commander card through and through — Dinosaur tribal is an archetype that only has the density and the payoffs to support it in the 100-card singleton format. In Modern and Legacy it's legal but practically invisible; two mana for a 3/3 that discounts a parasitic creature type doesn't clear the competitive bar in either format. Pioneer is the same story.
