Commander is where Living Twister does its best work — 40-life totals demand repeated damage sources, and the discard-a-land activation is trivially free in any deck running Cultivate effects or extra land-drop payoffs. In Modern and Pioneer it's legal but sees essentially no play; two mana for a 3/5 with a slow repeatable ability doesn't compete with the format's threat density. Legacy and Vintage grant it legality but no relevance — the power bar is simply too high. Living Twister is a Commander-only card in practice, and it earns that niche cleanly.
