In cEDH, it's a staple because Underworld Breach loops and fast Dargo, the Shipwrecker // Tymna the Weaver starts both need that extra mana on turn one to operate ahead of schedule.

Lotus Petal is legal in Commander, Legacy, Pauper, and Oathbreaker, restricted in Vintage, and banned outright from Modern and Pioneer. The Vintage restriction says everything: in a format with no singleton rule, multiple copies in an opening hand are genuinely broken. Commander gives it a pass because you only ever have one, and a single mana that disappears the moment you use it simply isn't backbreaking in a 100-card, four-player game. Legacy uses it as a combo enabler in glass-cannon decks, but the inherent card disadvantage keeps it honest in fair contexts.
