Kinjalli's Caller is a one-trick card, and that trick is narrow: it only reduces costs for Dinosaurs, a tribe with no meaningful presence outside Commander and limited casual formats. In Commander it's a genuine role-player inside the tribe, showing up in nearly half of all Gishath, Sun's Avatar lists and meaningfully accelerating any Naya or Enrage-centric build. Outside Commander, competitive Dinosaur decks in Pioneer and Modern have never reached the critical mass needed to make a tribal cost-reducer like Kinjalli's Caller worth a slot over interaction or more impactful payoffs. In Pauper it's technically legal but the tribe doesn't exist there competitively. This is a Commander card through and through.
