Commander is where Ghalta and Mavren lives — the triggered ability is built for a multiplayer board where you're attacking one opponent with a non-Dinosaur creature to generate a Dinosaur token, then swinging the Dinosaur into someone else to get the trample effect, all in the same turn. In 60-card formats like Modern and Pioneer it's theoretically legal but functionally too slow and parasitic without a Dinosaur-tribal shell to support it, so you won't see it competitively there. Legacy and Vintage have access to it but have zero reason to run a seven-mana creature when those formats end games on turns one through three. Oathbreaker is the only other format where Ghalta and Mavren has a plausible home, specifically as a signature spell target or in a green-white stompy shell that can hit seven mana at a reasonable pace.
