Khalni Heart Expedition is a Commander card through and through — the landfall condition is trivially met in a 40-life multiplayer game where you're routinely playing multiple lands per turn, and tutoring out basics guarantees you won't whiff on color. In Pauper it's legal but barely played; the format's aggressive tempo means a two-mana enchantment that requires three additional land drops before it does anything is too slow to compete with Sakura-Tribe Elder. Legacy and Vintage have access to faster and unconditional ramp, so Khalni Heart Expedition doesn't register there.
