Awaken the Woods puts X Forest tokens into play that are also 1/1 creatures — mass land ramp and board presence in a single spell, scaling from early curve to late-game bomb. Commander is where Awaken the Woods earns its slot — the format's singleton structure rewards flexible, scalable spells, and the 100-card games routinely reach the mana totals where X=8 or higher is realistic. In Legacy and Vintage it's legal but sees no meaningful play; the formats move too fast for a sorcery that requires five or more mana just to match what cheaper permanents already do. Modern and Pioneer have the same problem: ramp decks in those formats want payoffs that close the game immediately, and a pile of 1/1 Forests rarely qualifies. Awaken the Woods is, functionally, a Commander card that happens to be printed at a rarity legal elsewhere.

Cheaper options that do most of the same work
Scute Swarm and Bane of Progress aside, the closest budget substitutes for Awaken the Woods are Sylvan Offering and Howl of the Night Pack — both produce a spread of green tokens for a scalable mana investment, though neither also functions as land ramp, which is the key thing Awaken the Woods does that cheaper alternatives can't replicate cleanly. If you want the land-ramp half, Kodama's Reach and Cultivate are fine; if you want the token-army half, Howl of the Night Pack at under a dollar is serviceable — just don't expect either to do both jobs simultaneously the way Awaken the Woods does.
