Kels, Fight Fixer is a Commander card through and through — the effect scales with the density of sacrifice payoffs and token generators that only 100-card decks can reliably assemble. In Legacy and Vintage, where it's technically legal, there's no shell that wants a four-mana 3/3 for incremental card selection when faster, cheaper engines exist. Commander is where the indestructible clause matters (wrath protection on your value piece is meaningful) and where you'll actually trigger the loot ability multiple times per turn cycle.
