Gideon, Martial Paragon untaps your whole team and pumps them +1/+1 until end of turn for five mana — a combat trick at planeswalker scale. The Peregrine Dynamo can copy his +1 loyalty ability, but even without that interaction, five mana for a mass-untap that doubles as an anthem is a real rate in token strategies.

In Commander, Gideon, Martial Paragon is a role-player in go-wide white token decks — the +1 pulls real weight when you're untapping ten creatures and swinging again. Outside Commander, the five-mana cost is a hard ceiling: Pioneer and Modern have moved well past what a five-mana planeswalker with no immediate board impact can offer, and Legacy and Vintage wouldn't consider him at any price. Oathbreaker is the one 60-card-adjacent format where he can serve as a signature spell's support piece, but even there you're competing against more efficient options. He's a Commander card, full stop.
