Flamerush Rider is a Commander card through and through — five mana for a single-use combat trick is too slow and too situational for the competitive tempo of Modern or Legacy, where the game is often decided before you can untap with it. Pioneer is legal but the same problem applies: you want this effect in a format where the game lasts long enough to attack with it twice, and Pioneer's midrange threats close faster. Commander is where it earns its slot, specifically in token and attack-trigger strategies where the copied creature is doing something powerful on entry or on damage, turning one attack step into a two-for-one.
