Extinguish All Hope is a Commander card through and through — the six-mana cost is acceptable in a 40-life multiplayer format where clearing three opponents' boards in one shot is the correct exchange. In Legacy, Modern, and Pioneer it's unplayable at that cost; Wrath of God and Damnation do the same job for four mana without the enchantment clause mattering in those formats. Oathbreaker shares enough of Commander's pacing that it can slot in, but only in dedicated enchantment-creature shells.
