Explosive Singularity deals 10 damage to any target for ten mana — backbreaking on board, brutal to cast fairly. The cost drops by one for each creature you control, which is why Ovika, Enigma Goliath and Imodane, the Pyrohammer treat it as a finisher rather than a novelty.

Commander is where Explosive Singularity actually lives — the format's wide boards make the creature-cost reduction real, and 10 damage to a player or planeswalker is often a kill shot at any point in a game. In Modern and Pioneer it's a novelty at best: paying seven or more mana at sorcery speed to deal 10 is too slow against proactive strategies that kill on turns 3–4, and creature-go-wide decks that could enable the discount already have better payoffs. Legacy and Vintage have the raw speed to cheat costs but also have far more efficient finishers, so Explosive Singularity doesn't compete there either.
