Everybody Lives! is legal in Commander, Legacy, Vintage, and Oathbreaker, but its real home is Commander — a format where board wipes are ubiquitous and one white mana for indestructibility on every creature is a dramatic tempo swing. In Legacy and Vintage it's technically castable but has no meaningful role; those formats aren't fighting over creature boards the way Commander pods are, and a one-shot indestructibility spell that does nothing to spells or permanents doesn't compete. Oathbreaker is the one non-Commander format where it has a plausible niche, since the smaller board states still incentivize protecting key creatures cheaply. Everywhere else, Everybody Lives! is a Commander card through and through.

Neither replacement replaces the unique cross-table coverage that makes Everybody Lives! the correct card in those specific shells, but for pure board protection in a non-group-hug deck, Unbreakable Formation is the closest functional substitute.
