The Tenth Doctor turns every suspended card into a political weapon and a card-advantage engine, giving you free spells and extra turns with almost no setup beyond a healthy suspended stack. The catch is a five-mana price tag and a design that does almost nothing without support — slot it into a shell that's already suspending things, or leave it on the shelf. Rousing Refrain in particular goes infinite with The Tenth Doctor in the right build, which is exactly the kind of payoff that justifies the cost.

Commander is where The Tenth Doctor actually lives — the 100-card singleton format gives it the density of suspend payoffs and long-game setup it needs to justify five mana. Legacy and Vintage legality is technically real, but no competitive shell there is suspending cards for value, so The Tenth Doctor is purely a Commander card in practice. Oathbreaker is worth a mention: as a signature spell it's illegal, but as a creature in a suspend-themed deck it functions identically to the Commander build. Anywhere that wants fast interaction or board presence from a five-mana creature will be disappointed.
