Three mana is the right price for that double role, and Éowyn, Shieldmaiden decks in particular have made it a staple; even Sonic the Hedgehog levels of speed can't outrun a board that simply won't die.

Unbreakable Formation is a Commander card through and through — the combination of instant-speed wrath protection and a main-phase anthem effect fits the multiplayer cadence where a single board wipe can end your game on the spot. In Modern and Pioneer it's too slow and too reactive; those formats end before the anthem mode ever matters, and better targeted protection exists at lower mana costs. Legacy and Vintage have access to it but would never touch it for the same reason. Oathbreaker can use it in the same token or go-wide shells where it thrives in Commander, so the logic carries over there cleanly.
