Commander is where Enchantress's Presence lives — enchantress decks are a named archetype precisely because cards like this exist, and in a 100-card singleton format the redundancy of running every enchantress effect matters enormously. In Legacy and Vintage it's legal but rarely played; the enchantress engine there leans on faster pieces and Enchantress's Presence at three mana is simply too slow for those formats' threat density. Pioneer, Standard, and Pauper don't have access to it, and Oathbreaker mirrors Commander closely enough that any enchantment-heavy signature spell build will reach for it there too.
