Commander is where Elder Druid earns its keep — the format's slower pace and singleton rule make repeatable permanent manipulation genuinely powerful, and the combo ceiling is high enough to justify the setup cost. Legacy and Vintage are both legal formats for Elder Druid, but four mana plus a tap to touch one permanent is nowhere near the speed those formats demand, so it sees no real play there. Outside of Commander and Oathbreaker, this card simply doesn't exist competitively.
