Commander is where To Arms! actually lives — the combination of instant speed, self-replacement, and mass untap is tailor-made for tap-ability commanders and Isochron Scepter loops that the singleton format enables. In Legacy and Vintage it's technically legal but functionally invisible; no competitive shell wants a one-mana cantrip that only untaps creatures when Brainstorm and Swords to Plowshares exist. Modern is the same story: the effect is narrow enough that it never cracked constructed play there either. Oathbreaker could support it in the same tap-engine shells that Commander does, just compressed into a 20-life format.
