Commander is unambiguously Vitalize's home — the format's creature-heavy mana engines and combo-oriented tap-untap loops are exactly what it was built to exploit. In Pauper it's legal and theoretically interesting, but the format lacks the critical mass of tap-for-mana creatures needed to make it broken rather than cute. Legacy and Vintage legality is mostly academic; decks in those formats that need mass untap effects have access to faster, more resilient options. Vitalize is a Commander card in practice, full stop.
