In Commander, Dress Down is at its best: multiplayer tables are full of creatures with game-warping static abilities, and the cantrip stapled to it means you're never trading a card for a temporary effect. In Legacy and Vintage, it sees play specifically because it invalidates Death's Shadow's self-damage drawback and powers up Phyrexian Dreadnought by removing its enters-the-battlefield ability before the sacrifice trigger resolves — precise, powerful applications in a way Commander's broader toolbox role isn't. Modern adopted the same Dreadnought-style synergies and uses it as a flexible hate piece against creature-heavy strategies. Pioneer and Standard never got access to it, and Pauper's card pool excludes it by rarity.
