The cost is a six-mana 3/5 with no protection, which means it dies before it does anything unless you build around keeping it alive.

Commander is where Djinn Illuminatus actually lives — six mana is acceptable in a 40-life format with ramp, and the payoff of going infinite with replicate combos justifies the setup cost. In Legacy and Vintage it's theoretically legal but never played; the format is too fast and too hostile to a vanilla 3/5 that needs a turn to untap. Modern has enough removal density that Djinn Illuminatus rarely survives long enough to matter, and cheaper combo enablers make the slot redundant. Oathbreaker is the one fringe case where it could show up as a value piece under a spell-slinging planeswalker, but it's still on the slow side.
