Diver Skaab is a Commander card through and through — the Zombie tribal synergies it feeds are almost exclusively relevant in a multiplayer, 100-card singleton context. In Modern or Legacy, a three-mana 2/2 with a sorcery-speed recursion trigger doesn't come close to meeting the efficiency bar, and no competitive shell wants it.
