Commander is where Disciple of Caelus Nin does its best work — four players means three free copies of every instant and sorcery you cast, and the multiplayer environment gives you political cover to weaponize the symmetry. Legacy and Vintage allow it, but the effect is wasted in one-on-one games where you're simply giving your opponent a copy of everything, which is almost never a line you want. Oathbreaker is the only other format worth considering, and even there the two-player default undercuts the card's ceiling significantly.
