Dictate of the Twin Gods doubles all damage — to everyone, from everything — and flash lets you drop it at the end of an opponent's turn so you're the first to exploit it. Heartless Hidetsugu becomes a one-shot kill with it on board, and Imodane, the Pyrohammer turns every burn spell into a full-table execution.

Dictate of the Twin Gods is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but it's almost exclusively a Commander card in practice. In competitive formats like Legacy and Vintage, five mana is too slow and the symmetry is too dangerous — you rarely control the board tightly enough to guarantee you benefit first. Modern and Pioneer have the same problem: the format is too fast, and a symmetrical doubler at sorcery speed (outside of flash timing) hands aggressive opponents a kill they didn't earn. Commander is where Dictate of the Twin Gods belongs — the flash clause lets you set up a kill step right before your own turn, multiplayer tables mean the symmetry is diluted across three opponents, and the density of damage-based synergies in red Commander decks gives it consistent payoffs.
