Demonic Collusion tutors any card into your hand for four mana — no restrictions, no conditions — and buyback lets you do it again for three extra mana per loop, which is a legitimate engine in decks that generate surplus mana or recycle spells like Walk the Aeons. The cost is real: six or seven mana total per activation isn't cheap, and without buyback it's just a slower Diabolic Tutor.

Commander is where Demonic Collusion earns its slot — the singleton format rewards unconditional tutors, and buyback becomes genuinely threatening in games that go long or in shells that untap lots of lands. In Legacy and Vintage it has no business seeing play; Demonic Tutor and Vampiric Tutor exist at half the mana and no buyback tax. Oathbreaker is the one non-Commander 60-card format where it could appear as a secondary tutor in a grind-heavy black shell, though the competition there is stiff.
