Cyberdrive Awakener is a Commander card through and through — the artifact-count payoff scales with the longer game and wider boards that 100-card multiplayer naturally produces. In Legacy and Vintage it's technically legal but has never found a foothold; six mana is a lifetime in those formats, and the effect doesn't interact with the blue-based artifact strategies that actually see play there. Oathbreaker offers a tighter, faster game where Cyberdrive Awakener can still close out a stalled board, though it sees minimal play outside of dedicated artifact commanders. Commander is where it belongs: find the right artifact commander, resolve it once, swing for lethal.
