Constant Mists is a Commander card, full stop. The buyback mechanic rewards long games, high land counts, and land-synergy commanders — conditions that Commander provides and 60-card formats never do. In Legacy and Vintage, where it's technically legal, the game is usually over before a two-mana buyback Fog becomes relevant, and competitive lists have no interest in it. Oathbreaker is the one other format where a land-synergy planeswalker could make the loop worthwhile, but even there the shorter game length mutes the card's ceiling. Commander is where Constant Mists earns its slot and its price tag.

Moment's Peace offers the same fog effect with a one-time flashback for about a dollar, and it's the closest functional substitute if you need to shave costs — you get two uses instead of infinite, which is often enough if your deck has other defensive pieces. Teferi's Protection costs more and does more, but if the goal is specifically stopping combat on a loop, neither it nor Moment's Peace fully replicates what Constant Mists does in a dedicated lands deck; at some point the repeated fog is the point, not a bonus.
