Constant Mists is a repeatable Fog on a buyback loop — as long as you can sacrifice a land each turn, combat damage stops existing for you. The land-sacrifice cost is what makes it elite rather than merely good, which is exactly why Titania, Protector of Argoth and Toph, Hardheaded Teacher both turn that "drawback" into additional resources.
Best Commanders
Commanders with the highest synergy

Titania, Protector of Argoth
Titania, Protector of Argoth turns every sacrificed land into a 5/3 Elemental, so the buyback cost on Constant Mists is pure upside — you blank an attack step and net a creature simultaneously.

Lord Windgrace
Lord Windgrace's plus ability returns lands from the graveyard to the battlefield, which means the lands you feed to Constant Mists come back the following turn, making the buyback effectively free over a long game.

Hazezon, Shaper of Sand
Hazezon, Shaper of Sand wants to stay alive long enough to accumulate Desert triggers and Sand Warrior tokens, and Constant Mists buys exactly the kind of repeated survivability that lets that engine run.

Titania, Nature's Force
Titania, Nature's Force cares about Forests entering the battlefield, so sacrificing lands to Constant Mists is a cost you're actively incentivized to recoup by replaying Forests — the Fog and the land recursion reinforce each other cleanly.

Toph, Hardheaded Teacher
Toph, Hardheaded Teacher gets stronger when lands enter the battlefield tapped, so running Constant Mists creates a loop where the buyback feeds Toph's board presence rather than taxing it.

Constant Mists is a Commander card, full stop. The buyback mechanic rewards long games, high land counts, and land-synergy commanders — conditions that Commander provides and 60-card formats never do. In Legacy and Vintage, where it's technically legal, the game is usually over before a two-mana buyback Fog becomes relevant, and competitive lists have no interest in it. Oathbreaker is the one other format where a land-synergy planeswalker could make the loop worthwhile, but even there the shorter game length mutes the card's ceiling. Commander is where Constant Mists earns its slot and its price tag.

Cheaper options that do most of the same work
Moment's Peace offers the same fog effect with a one-time flashback for about a dollar, and it's the closest functional substitute if you need to shave costs — you get two uses instead of infinite, which is often enough if your deck has other defensive pieces. Teferi's Protection costs more and does more, but if the goal is specifically stopping combat on a loop, neither it nor Moment's Peace fully replicates what Constant Mists does in a dedicated lands deck; at some point the repeated fog is the point, not a bonus.
Price Context
Current price
$26.29 premium tier
At $26.29, Constant Mists sits in premium territory for a single utility instant — justified in the specific commanders that weaponize the land sacrifice, overpriced everywhere else. It has seen limited reprinting, which keeps supply tight and the price stable, so don't expect a discount without a dedicated reprint product.
