Cadric, Soul Kindler lets you copy every legendary creature or planeswalker that enters under your control — tokens included, legend rule bypassed — for the cost of paying its mana value again. That's an enormous ceiling, and the only real constraint is that the copy dies at end of turn, which matters a lot less when you're copying something like Saffi Eriksdotter for a loop or doubling Dihada, Binder of Wills's loyalty for free.

Cadric, Soul Kindler is a Commander card through and through — the legendary-matters density required to make the copy trigger worthwhile only exists in a 100-card singleton format where you're building around it. In Legacy and Vintage it's technically legal but competes with formats that don't care about grinding value off ETB triggers over multiple turns; no serious non-Commander shell wants a five-mana do-nothing-the-turn-it-arrives. Oathbreaker is the one fringe format where Cadric could function as a signature spell engine, though its role there is niche. The honest read is that Cadric, Soul Kindler is a 99-card build-around, and Commander is the only format where that's a compliment.
