Commander is where Dihada, Binder of Wills lives — her design is purpose-built for a format where legendary permanents are everywhere and a four-mana planeswalker who protects herself and draws cards is a genuine threat. As a commander herself she defines the deck's identity; in the 99 she slots into any Mardu legends build that can support her color requirements. Legacy and Vintage are technically legal but she's far too slow and narrow for those formats — no competitive shell wants a four-mana planeswalker whose payoff scales off legendary permanents. Oathbreaker could work as a novelty, but her best home by a wide margin is Commander.
