In Legacy and Vintage it's technically legal but sees no competitive play; a 4/1 for four mana with a conditional damage trigger doesn't slot into any meaningful threat suite in those formats. Oathbreaker could support a donate-style planeswalker package, but the smaller card pool and faster pace make Bronze Bombshell a fringe include at best. Stick to Commander.
