Brilliance Unleashed is legal across every major constructed format, but it's practically a Commander card — the singleton rule means you only get one copy of any given spell, so doubling its impact is exactly the kind of leverage multiplayer games reward. In competitive 60-card formats, three mana at sorcery speed to copy a spell is too slow when counterspells and interaction are dense and games end on turn four.
