In Modern and Pioneer, three mana for a 1/2 plus a 1/1 token is too slow without a dedicated artifact shell to break parity, and even then the competition from more efficient pieces is fierce. Commander is where Thopter Engineer earns its keep — artifact token decks and haste-matters builds treat it as infrastructure rather than a threat, and that distinction matters in a 100-card format with room for redundancy.
