Commander is the natural home for Akroma's Memorial — seven mana is a steep but reachable ask in a 40-life multiplayer format full of ramp, and the payoff of buffing an entire board is magnified when you're attacking three opponents simultaneously. In Legacy and Vintage, seven mana is functionally uncastable in any competitive context; the card is legal in both formats but irrelevant, since those formats end games before turn four and have no use for slow anthems. Oathbreaker can support Akroma's Memorial in slower, creature-heavy builds but the 20-life format compresses game length enough that you'll often be dead or winning before you untap with it. Standard and Pioneer don't have access to it, and Pauper never will — it's a Commander card through and through.
