Commander is the only format where Bludgeon Brawl is worth the cardboard it's printed on. Casual and competitive tables alike run enough artifacts that the enchantment rarely does nothing, and artifact-heavy commanders turn it into a genuine threat multiplier. In Legacy, Modern, and Vintage it's legal but irrelevant — three mana for a do-nothing enchantment that requires specific board states doesn't compete at those power levels.
