Bloodline Necromancer is a Commander card through and through — the five-mana cost is acceptable at a 100-card singleton table where games go long and tribal synergies compound, and the Vampire/Wizard dual typing plugs into the two most popular tribe commanders in black. In Legacy and Vintage, where it's technically legal, no competitive deck wants a vanilla 3/3 for five with a conditional ETB when faster, cheaper options exist. Oathbreaker follows similar logic to Commander at smaller scale, and any Vampire or Wizard oathbreaker with a graveyard subtheme will find Bloodline Necromancer pulling its weight.
