Bilious Skulldweller is a Commander card in practice — toxic is a mechanic designed for multiplayer poison-counter accumulation, and the payoff doesn't translate to one-on-one formats where infect's ten-counter threshold is far more efficient. In Modern and Legacy, a one-mana 1/1 with toxic 2 competes against Glistener Elf and Blighted Agent, both of which are strictly faster kills; Bilious Skulldweller doesn't make that cut. Pioneer has no meaningful infect shell to support it. Commander is where Bilious Skulldweller actually belongs — three opponents mean three poison clocks running simultaneously, and a turn-one drop that forces an early trade or lands two counters is legitimate tempo in a poison deck.
