Commander is where Betor, Kin to All lives — the effect is too slow and too reliant on a board state to compete in Legacy, Modern, or Pioneer, where games rarely reach a stabilized mid-game with multiple creatures in play. In Standard it's technically castable but occupies an awkward five-mana slot where the format's threats are already closing games rather than setting up combat tricks. There's no clean one-for-one replacement for what Betor, Kin to All does, but Mirrorweave covers similar ground — it turns all creatures into a copy of one target creature until end of turn at instant speed for four mana, often at under $1. The trade-off is that Mirrorweave hits all creatures including opponents' and is a one-shot spell rather than a repeatable combat ability, so you lose both the selectivity and the sustained pressure Betor provides.
