The Ur-Dragon rewrites the math on every Dragon you cast — its eminence ability shaves a generic mana off each one before it ever hits the battlefield, and if it does land, each attacking Dragon draws a card and lets you drop a permanent from your hand for free. Nine mana is a real ask, but unlike a card such as Haakon, Stromgald Scourge, which is locked into a narrow tribe with restrictive casting conditions, The Ur-Dragon simply asks you to play the best Dragons in five colors and rewards you immediately for doing so.

Commander is the natural home for The Ur-Dragon — the eminence ability functions from the command zone, so the nine-mana body is almost a bonus rather than the point, and five-color Dragon tribal has enough redundancy across 99-card lists to make the discount matter every game. In Legacy and Vintage, The Ur-Dragon is technically legal but sees no meaningful play; nine mana is an impossible investment in formats where the game is often decided by turn two or three, and Dragons have no meaningful combo infrastructure there to justify it. Oathbreaker is legal but impractical for the same reason — the format's lower starting life total and faster pace punish nine-mana win conditions that can't protect themselves immediately.
