Pair her with Intruder Alarm and any creature that produces a token on entry and you have a combo that costs almost nothing to assemble — the engine is that compact. Primo, the Unbounded is the natural home, but anywhere creatures enter repeatedly, Berta earns her slot.

Berta, Wise Extrapolator is legal everywhere except Pauper, but competitive constructed formats are unlikely to want her — a four-mana legendary creature that requires other creatures entering the battlefield to generate value is too slow and conditional for Modern or Pioneer. Legacy and Vintage have faster, more reliable mana engines and won't look twice. Commander is the clear home: the format's multiplayer pace, generous card pool, and love of creature-based combo lines put Berta exactly where she wants to be. In Oathbreaker she's technically playable but the 20-life format and smaller deck size narrow the combo windows she needs.
