Ashiok's Reaper puts a 3/2 lifelinker on board and punishes enchantment exits with forced discards — the problem is that five mana is a lot to ask for a body that doesn't close games on its own. Pair it with Mortuary or slot it under Lynde, Cheerful Tormentor and the discard trigger starts firing every turn; without that engine, it's just an expensive beater.

Ashiok's Reaper is legal across every major format but only actually shows up in Commander, and that's the right read — constructed formats want more reliable discard engines for far less mana. In Commander, the trigger being tied to enchantments leaving play means the card ranges from mediocre to genuinely oppressive depending on your commander; enchantment-heavy lists like Lynde, Cheerful Tormentor or Ghen, Arcanum Weaver can fire multiple triggers per turn cycle, while a generic goodstuff deck gets almost nothing from it. Outside Commander, five mana for a 3/2 lifelinker with a conditional trigger is simply not competitive in Legacy, Modern, or Pioneer.
