Apocalypse is legal in Commander, Legacy, Vintage, and Oathbreaker, but Commander is its natural home. In Legacy and Vintage the six-mana cost is a non-starter — those formats end before Apocalypse resolves, and cheaper reset buttons exist. In Oathbreaker the lower life total and faster clock make it situationally viable but still clunky. Commander is the one format where six mana is reachable, opponents have enough permanents to make a full reset catastrophic, and you have time to set up the protection spell that turns symmetry into a win condition.

Jokulhaups and Obliterate cover most of the same ground as Apocalypse — both destroy all artifacts, creatures, and lands — and trade the enchantment clause for uncounterability or slight mana differences, usually at a lower price point.
