Animal Sanctuary is a Commander card through and through — the creature types it supports (Bird, Cat, Dog, Fox, Rabbit, Squirrel) map almost perfectly onto the tribal strategies that populate 100-card tables, and a land that generates incremental value over a long game is worth far more there than in 60-card formats where speed dominates. In Modern and Pioneer it's legal but essentially unplayable; tribal synergy lands are too slow against the format's threat density, and the two-mana activation asks too much when you need your mana for actual spells. Legacy and Vintage are the same story — Animal Sanctuary does nothing competitive formats want. Oathbreaker mirrors the Commander experience closely enough that it sees fringe play there too, particularly in Cat- or Dog-themed lists.
