Commander is the only format where Arahbo, Roar of the World is doing real work — the Eminence ability was designed for the 99-versus-command-zone dynamic that only exists in EDH, and the Cat tribal payoff lines up with a wide, creature-dense strategy that thrives at the multiplayer table. In Legacy and Vintage, five mana for a 5/5 with no immediate board impact on resolution is nowhere near efficient enough, and Cat tribal has no competitive infrastructure in those formats anyway. Oathbreaker is legal but largely academic; Arahbo, Roar of the World wants a battlefield of Cats to reward, and Oathbreaker's 60-card singleton construction makes consistent tribal density harder to achieve.
