Amphibian Downpour is a Commander card through and through — the five-mana sorcery speed is a real cost in faster 1v1 formats, but in a four-player pod where threats accumulate across three opponents, wiping abilities and stats while leaving you with Frogs is a powerful tempo swing. In Legacy and Vintage it's theoretically legal but sees no meaningful play; those formats move too fast for a five-mana sorcery that doesn't end the game on the spot.
