Agent of the Fates is a Commander card through and through — the edict trigger only becomes oppressive when you're running a deck built to target your own permanents repeatedly, which describes entire archetypes in the format. In Legacy and Vintage it's outclassed by faster and harder removal, and it's too slow and narrow for Modern or Pioneer, where three mana needs to do more than set up a conditional trigger. Commander is where it earns its slot, specifically in Orzhov or Dimir shells that weaponize enchantments and auras to keep the trigger firing.
