Verdict
Yes — this 3-card loop locks the table out of the game with infinite extra turns once Soulherder, Eternal Witness, and Time Stretch are all on the battlefield.

Soulherder blinks Eternal Witness at end step, returning Time Stretch from the graveyard to hand; the next turn is yours again, and the loop never breaks. The shell is Bant flicker — Brago, King Eternal and Roon of the Hidden Realm are the natural commanders, both of whom can replace Soulherder as the blink engine if needed.

Variations
Cheaper, tighter, alternate lines
Conjurer's Closet or Erratic Portal can substitute for Soulherder as the blink trigger, though Closet is sorcery-speed and Erratic Portal requires one mana each iteration. Nexus of Fate is a direct swap for Time Stretch — cheaper at 5 mana and it shuffles back into the library instead of hitting the graveyard, cutting Eternal Witness out entirely and collapsing the combo to 2 pieces.
