Prerequisites

Land with Cycling Cost that can be paid using one colored mana Since you can draw your entire library, discarding down to maximum hand size at end of turn will trigger Surly Badgersaur's abilities many times.

Steps

  1. Activate the land's cycling ability by paying {0} due to Fluctuator and discarding it.
  2. When you cycle the land, Escape Protocol and Surly Badgersaur trigger.
  3. Resolve Surly Badgersaur's ability, creating a Treasure token.
  4. Activate the Treasure token by tapping and sacrificing it, adding (1).
  5. Resolve Escape Protocol's ability, paying {1} to blink Eternal Witness.
  6. When Eternal Witness enters, it triggers, returning the cycled land from your graveyard to your hand.
  7. Resolve the activated ability from step 1, drawing a card.
